On the status page https://status.openai.com/ the availability is already since yesterday 22.03.2023 on green, but I checked yesterday the whole day again and again and could not show my chat history. Just now I checked - the chat history is displayed again.
It was possible to make requests in the meantime. But these requests could only be assigned to a specific chat by a detour "Find and show the URL of the existing chat in the browser history" if needed.

The next time the chat history is not available, please consider the following:

the chat is present in the OpenAI database. Only the display in the navigation column is disturbed
therefore to display a specific chat https://chat.openai.com/chat/{chatId} with the {chatId} , you can do the following:
- click this chat in the navigation
- note the {chatId} to the right of the string https://chat.openai.com/chat/ in the browser address bar e.g. in the bookmark in the browser
in the Chromium browser there is a possibility to display the chat with the {chatId} with the query chrome://history/?q={chatId} in the address bar.
