When trying to create a ticket in hubzilla-core, this note is displayed - see screenshot. Do I understand it correctly that I have to order some paid service on framagit.org to report hubzilla bugs? Or to sift through the reported bugs?

This only means you have to have a premium account to integrate jira (a proprietary task management widely used in the corporate world) into GitLab. If you just want to create a ticket use the blue button. (The fact that there are no issues suggest that this might be the wrong place, though)
